Hello All! We realize the front entrance looks horrible. This is an unfortunate result of lack of weed control with the last company greenscapes who have been reported to the better business bureau for a number of things.
We are happy to announce we have a very reputable crew called Greater Texas Landscapes coming on board and should start March 17th week to get the front entrance chemically treated and maintained.
The delay has been a result of getting bids and researching the companies!

We have unfortunately had a number of issues with the landscaping company "Greenscapes". They have quit and have paid them 8 months for their work up until end of February. As most of you know our entry way suffers a great deal. These issues were brought to there attention and they did not like being confronted. Winter rye was supposed to be placed as a part of the contract to make it nice and green and they stated they did but clearly it's not green??? They admitted to shutting off the water but being the experts they should have used better judgement and known that winter rye take a lot of water to grow. Now it is to late for it to be replaced and they refused to do so anyway not admitting to their fault.
They also offered to put greenery in rather than wait until spring but being that the they quit they have chosen not to follow through with their offer. This has been an unfortunate long battle going back to late October.

We are proud to announce that we hired PS Property Management. The original plan was to hire a bookkeeper and self manage however the bookkeeper would charge $500/month and the management company $620/month. So we decided a management company was the better option.

A Special Meeting was requested by homeowners to get updated information on what actions had been taken by the board since Aug 07. This meeting was held and all actions along with results to these actions were given to the homeowners. At the end of the meeting a vote was held on whether the homeowners wanted to back pay the bills for February,March,April and to continue to pay the $149.75 a quarter to regain legitamate access to the pool. Majority voted yes. Therefore the pool access has been regained legitamately and the bill for February,March,April will be payed and for right now the HOA dues will remain at $149.75.

Currently there is no usage of the pool as it is neither property of the Estates of Blackhawk POA, Inc. or the WCID 2C. The owner of the pool is the Park and Lakeside HOA. Meetings are scheduled between the Estates and the Park and Lakeside HOA to work on terms of an agreement. However, at this time, usage of the pool at the amenity center and Meadows pools are still available through your key access, but is subject to restriction by the Park and Lakeside HOA at any time without notice. We are only at the beginning stages of meeting and have no news to report at this time.

The Estates through the 2005 Amenity Use Agreement, was obligated to pay $55, 176 for 2008 to the Park and Lakeside HOA. Through hard fought research and resistance, it was determined that the Park and Lakeside HOA had deeded over the Amenity Center with exception of .7 acres to the Lakeside Water Control and Improvement District #2C (WCID 2C). If you look at your 2007 property tax (unit) you will see that ~33% of the taxes you paid were to the WCID 2C. The function of the WCID 2C is to maintain its property for all of the members usage and enjoyment within its district. The .7 acres exception is the immediate fenced area around the pool. With this said, each Estates of Blackhawk Owner is able to use the Amenity Center and all of the WCID 2C property for FREE through payment of your property tax. The Estates of Blackhawk HOA has no ownership in the amenity center. We pay approx. $56,000 per year to be able to use the amenity center. The pool is only accessible three months out of the year full time. We have to pay extra to book a party in the great room for deposits and lifeguards if it is a pool party. Out of the monthly fees contributed to the amenity center budget a percentage goes to lifeguards already. According to Rob Tiemann (contractor) the meadows pool is available for use all year round.
Currently we are researching the option of terminating the amenity center agreement as this would be in the best interest financially for the Estates of Blackhawk.
According to a few different realtors the amenity center would not be considered in home value upon resale. The center is more than a mile away, does not have a walkway directly from the community and therefore will not directly affect the price of homes upon resale.< ...

Thank You To All Who Volunteered for the Block Coordinators Position.
The block coordinator must be responsible for reporting deed restriction violations to the board president for their specific area that was assigned (excluding satellite dishes as this will be handled by the board).
The Block Coordinator will also be instrumental in helping establish a neighborhood watch for community wide safety.
